Accessing an invalid resource without Authorisation header returns 403 instead of 404

When I request an invalid/non-existant resource  e.g https://api.powerbi.com/v11.0/myorg/groups, or https://api.powerbi.com/v1.0/myblahorg/groups without the Authorization header, I receive a 403 response code instead of 404
