Share a Pro dashboard with a standard user

Right now, If I use PowerBI desktop to create a dataset, report and dashboard. I am not able to share it with a standard user. This effectively means that we have to either licence everyone as a pro (very expensive for 4k people), or not use the pro features at all (which isn't what we want). Pro users should be able to build and schedule the PowerBI, and then be able to share with any company user using AD security groups. Without these options the tool may not be a viable option...

My company is asking for any opportunity to venture into powerbi, but as i look into the pricing it is just ridiculous, 9.99 for a user for a month, my company has got over a 1000 users around the world does that mean we had to pay $10000 USD / month just for them to view the report itself? It may be a good tool but wasnt really usable due to the sharing inability.
