Add Dataset Size property to Get Dataset[asadmin] REST API

To effectively administer premium environment, it is important to estimate the relative size of each dataset to understand their potential impact on capacity memory consumption. This data is available as historic value in "Power BI Premium Capacity Metrics" app but it doesn't provide an endpoint to pull it programatically.
