We'd like to be able to give our end users the ability to set subscriptions to reports (paginated and otherwise) in which they can add aditional recipients. My understanding of the subscriptions feature is that a user has to have some level of access (either report or app, both?) above "Viewer" in order to do this.
How are you managing this on your tenant? I'd rather not have our reporting team (all members are admins in our service) managing subscriptions for our entire staff, and I'd also rather not give end users the ability to edit reports simply because they'd like to have the ability to subscribe other people to a report. Am I SOL?

Creating a subscription can be done by:
You don't need edit permissions to the content (dashboard or report) to create a subscription for yourself, but you must have edit permissions to create one for someone else.
In summary,if you wanna have report users to be able to subscribe to other people,you need to be sure that the users have the edit permission of the report.

exactly if you want another user to be able to add susbscritors to a certain apps, you need to add them to the workspace and give them a collaborator permit, basically
workspace its for developers of that app and its contents,
app its for user consuptions (you create the app via the workspace).

technically if User 1 create a workspace its that user that define that workspace permits, owner, collaborators etc, adn them publish them as app and specify entry levels to it and the dataset for use, the pbix file have also in the options panes a section where you can disable for the report to be able to be edited and costumize the filtering and others aspects experince for the app user,
so if user 2 even as a administrator of the tenant try to access the workspace but have no role in it wont be able to access it.

OK, I think I follow. All our employees have "Pro" licenses, but that's irrelevant when it comes to subscribing other people to report subscriptions. It sounds like -- if I want report users to be able to subscribe other people to reports -- I need to make them editors at some level (either report, app, workspace)?
