Check the requirements below:
Requirements
Creating a subscription can be done by:
- Users with a Power BI Pro license
- Users viewing content in a Premium workspace or app may also subscribe to content located there, even without a Power BI Pro license.
You don't need edit permissions to the content (dashboard or report) to create a subscription for yourself, but you must have edit permissions to create one for someone else.
In summary,if you wanna have report users to be able to subscribe to other people,you need to be sure that the users have the edit permission of the report.

Kudo CommanderOK, I think I follow. All our employees have "Pro" licenses, but that's irrelevant when it comes to subscribing other people to report subscriptions. It sounds like -- if I want report users to be able to subscribe other people to reports -- I need to make them editors at some level (either report, app, workspace)?
