Hi all,
I am experiencing an issue sharing a report with an external user.
I am the admin and have enabled sharing to external users in the tenant settings in the admin portal. I have successfully shared the report as I receive the message after sharing. However, no email is received and I do not see the user in the access tab for that report.
Anyone had similiar issues and can direct me? Many thanks.

AFAIK, power bi share feature is pro feature, please check these external users to confirm they have pro license. (both send and receiver)

In addition, you can also check their email policy and rules to confirm if they blocked power bi notification messages.

Yes, both accounts have the pro license activated. I think the email is fine on their side. Even if they block the email shouldn't I still see the user added to my access tab?

In fact, I can share with external user account (he has added to 'permission menage' panel) and receive the access email.
Since I can't reproduce this issue, I'd like to suggest you open a support ticket to get further support from power bi team. (e.g. trace request, check backend operations of power bi service...)

I tried to add the email as a guest but I am not using Azure, I have Microsoft Office 365 admin center and I can't add a user outside of my domain.
Is there another way?
I went through the menus before I posted the original message and couldn't add a guest.
From the link you shared it states:
"Invite guests
You can't invite guests from the Office Admin Center or the Exchange Admin Center at this time. To invite guests centrally you might consider using the Azure Active Directory B2B collaboration preview.
Currently you can't add or edit guests from the Office Admin Center or the Exchange Admin Center. To edit guest accounts (such as their display name or profile photo) go to your Azure Active Directory portal."
So I can't go the guest route for now. Is there anything else I can try?
