Suppose you want to have buttons always in the viewport of the user and the report page is some 3000px high (Story Telling). You want certain elements to be at a fixed position similar to a sticky navigation in web design. Should apply for buttons, shapes and images likewise.

It's not just similar to web design. I am designing these reports for the web. It is web design. Some people will consume these reports on tablets, some on phones. Many will not want to consume the report through the mobile app using the specific and limited phone layout. Squishing things into a single screen is not keeping these users in mind. There needs to be a better way for having navigation/filters/other elements remain available for scrolling pages.
