Don't allow end users to export any data from the service or Report Server default selection in PBI Desktop

Following the installation of Power BI Desktop, the 'Allow end users to export data with current layout and summarized data form the Power BI service or Power BI Report Server is selected by default under Options -> Current File -> Report settings -> Export data. Suggesting 'Don't allow end users to export any data from the service or Report Server' is selected by default instead to enhance data protection measures.

As a result, Power BI Developers will need to explicitly allow users to export data in the scenario where they want to provide users with the option to download visual data.

This change is a must in our organization, in order to prevent data exports happening without the report owner awareness. Developer should be taking an active choice to allow data export on the report.

Additionally, I suggest that the default value of Data Export report setting on Power BI Service is also changed from 'Summarized data and data with current layout' to 'None'. The default value should be synced between Power BI Desktop and Power BI Service.
