Add configuration to Tooltips so that there can be a delayed display of the tooltip if users hover.

When creating a Tooltip that utilizes a report page, I find that the tooltip appears TOO quickly for it to produce a meaningful and helpful experience for the users. I'd like to see a feature in PBI Desktop that allows a user to specify the hover length before a tooltip is launched.
