How can I tell if my workspace is upgraded? I am not able to see any relevant content under Settings - Advanced.
One of my users has PowerBI Premium license and wants to get full reports in a subscription. The option is grayed out and it seems like it has to do with the workspace.

Do you mean to judge whether to upgrade the workspace from classic workspace->new workspace? You can judge whether to upgrade in the following operations:

If you want to upgrade to Premium capacities, you need the corresponding Premium License, about how to assign the exist workspace to Premium capacity, please refer to this article:Manage Microsoft Power BI Premium capacities - Power BI | Microsoft Docs

My deployment scenario:
1. My org has O365
2. We have PowerBI Pro licenses
3. I created a workspace, dataflows, datasets+reports
4. Shared with multiple users. All works well
5. One of my users wants to download full report attachments
6. To do this, based on research, we need:
A. Continue to publish as my PowerBI Pro user
B. Assign PowerBI Premium Per User license to the recipient user
C. Upgrade workspace.
Unfortunately, I am unable to figure out how to do C. I do not see the option that you shared in the screenshot.
I think this means that the workspace is already upgraded more than 30 days ago.
Any ideas about how my user can get full report attachments?

Your question is that users cannot download pbix files correctly? This may not be a problem of upgrading workspace, check the restrictions on downloading pbix files below:

Your Workspace isn't upgraded until it becomes under Workspace Premium Capacity License. Your User has a PPU(Premium Per User) License.
