Access to users is controlled via groups for the data source hosted at SharePoint.com
When I go to the URL (using personal credentials), it requires OKTA verification. The Power BI Service doesn't allow for OKTA and provides the message:

The problem ended up being the Sharepoint url. Characters outside of the standard naming config had to be removed

Hello @kenleedom
not sure it will work, but worth trying
In Power BI Desktop, go to `File > Options and settings > Options > Security`, and enable the option “Use my default web browser” for authentication. This forces Power BI to use your default browser (which supports OKTA SSO) for logging in.
• After successfully connecting and publishing the dataset from Power BI Desktop, reconfigure the credentials in Power BI Service.
