A colleague that is the owner of a dashboard and also has administrator rights is not seeing the 'Set Alert' option on his dashboard. He is the owner of the dashboard and has admin rights in the workspace, so why is he not able to see it? Thanks

Thank you for reaching out to the Microsoft fabric community forum.
You said others see the icon on opening the dashboard without clicking anything. Alerts are usually set on specific tiles like cards or KPIs with numbers. Ask them to click the three dots (...) on a tile and look for Manage alerts.
Sometimes the screen doesn’t load properly. Ask them to refresh the page, clear browser cache, or try another browser like Chrome or Edge. They can also check the Power BI mobile or desktop app. Double-check if the workspace is Fabric enabled in the admin portal. Make sure "Users can create Fabric items" is turned on.

Does the user who cannot see the "Set Alert" have a pro license?
our capacity is a Premium capacity. I believe our licensing is not per user. He does have pro license
I'd start to look at possible 'user error' reasons. Is the person on the correct screen? If you follow your own steps on that persons machine, does it suddenly appear?
did they select a suitable visual backed by a measure?
For myself and others, the icon appears as soon as we open the dashboard; i.e, we don't click on any visuals, but for this individual (who owns the dashboard and has admin rights to the workspace) the icon does not appear at all.
