Set Alert option not visible

Thanks for getting back and sharing the update Can you confirm if the dashboard tiles are pinned from a live report connection or a dataset? Sometimes, alerts won’t work if the tile is from a live connection like Analysis Services.Please check if the dataset used in the dashboard is in a Premium workspace but not connected through a DirectQuery live connection alerts don’t work with certain live connections.
Make sure that the dashboard is in a workspace where alerts are supported for example, personal workspaces (My Workspace) do support alerts, but live connections can stop them from appearing.

our capacity is a Premium capacity. I believe our licensing is not per user. He does have pro license
I'd start to look at possible 'user error' reasons. Is the person on the correct screen? If you follow your own steps on that persons machine, does it suddenly appear?

The person did share their screen and went thru the steps. They have a pro license, and they clicked on each visual and the 'Add alert' option does not appear. Other users have same problem but others are able to see it. This person developed and published the dashboard, and is an admin in the workspace, so don't know why some can see it and others can't

Otherwise you can raise an issue at https://community.fabric.microsoft.com/t5/Issues/idb-p/Issues .
