I can't seem to create a bookmark that I can share, but I've seen it referenced in a lot of help/documentation
When I'm on a report and click the Bookmarks menu (top right corner), I can only add a personal bookmark.
How do I create a bookmark for more than just me?
I'd like to visit the report, filter it some (choose date ranges or other items from the filter pane) and then share a link to a user (maybe copy/paste it into a Teams chat) so that they see the same thing I see (same filters applied). My understanding is that bookmarks are made for this.

Sorry I didnt make myself clear before,once after you created bookmarks in desktop and published to service , the fuction for report bookmarks is activated.Then you open the report in service,show the bookmarks list,then back to menu bar of the report, click edit ,you will see the bookmark on the right side, there you can add new bookmarks.

Based on my test,you can create a bookmark not only a personal bookmark in a report and share it to others . But you need first to create the bookmark in desktop then it will appear as a report bookmark in service.
Here is the reference about how to create bookmarks in desktop.

Then in the service, open the report,on the right top menu,if it's an old look,it will show:
Choose "other bookmarks" and you will the bookmarks you create in desktop under "report bookmarks".
If it's in new look ,you will see:
Choose "show more bookmarks" and you will the bookmarks you create in desktop under "report bookmarks".
Finally you can share the report with others.

I'll explore these options on the desktop.
However over on the service, it sure seems like there is either a problem or something disabled, because it says I should be able to click the "Add" button, but it's disabled.

To make the button activate,you need to first create bookmarks in desktop as I mentioned in my last reply,then publish to service and finally you will see the bookmarks appear in the position where you marked.
But if that was true, why would the serverice have an "Add" button that can never possible ever be used?

Thanks a lot for sticking with me. It's still not super intutitive seeing that Add button disabled, but it totally fits my purpose and is going to be great for my users. Thanks again.

I will check but I believe that you can only add bookmarks like that in the Desktop.
I don't see a bookmarks option in desktop, although I just switched over to the new ribbon so I need to explore a bit and see if I'm just overlooking it.

at the current moment, bookmarks created in the Power BI Service are for personal use only, one of the storytelling features of Power BI.
Creating booksmarks in Power BI Desktop is as @Greg_Deckler already mentioned what you are looking for, besides the problem of a bookmark, that sometimes it's difficult to spot.
My personal favorite is creating a comment, as it is described here:

the great thing each comment creates a bookmark, that honors the current selections.
On the other hand, each user who has access to the report/dashboard will be able to see the comment.
If you need more privacy, you might consider the newly announced Power BI / Teams integration

but maybe this might be exaggerated.
