Can Only Create Personal Bookmarks

Sorry I didnt make myself clear before,once after you created bookmarks in desktop and published to service , the fuction for report bookmarks is activated.Then you open the report in service,show the bookmarks list,then back to menu bar of the report, click edit ,you will see the bookmark on the right side, there you can add new bookmarks.

at the current moment, bookmarks created in the Power BI Service are for personal use only, one of the storytelling features of Power BI.
Creating booksmarks in Power BI Desktop is as Greg_Deckler already mentioned what you are looking for, besides the problem of a bookmark, that sometimes it's difficult to spot.
My personal favorite is creating a comment, as it is described here:

the great thing each comment creates a bookmark, that honors the current selections.
On the other hand, each user who has access to the report/dashboard will be able to see the comment.
If you need more privacy, you might consider the newly announced Power BI / Teams integration

but maybe this might be exaggerated.
