Use count of text value for data transformation

Create a tool in the query editor whereby you can transform text fields based on the count of a particular value. This would be similar to the replace values tool but would replace by count instead of value. One way to use this would be to systemically group underutilized values into an "other" or "miscellaneous" category. - For example, replace all values with a count less than 50 with "Other."
