Power BI API Retrieve/Modify Dataflow Owner

Hello, 

This is rather two requests in one thread.

1. Ability to retrieve who the current dataflow owner is.
2. Ability to modify and take over ownership of dataflow.

One of the most underrated idea, this should have be implemented into Power BI service since the beginning!
