Function to convert timezones by name for zones with variable offset

The DateTimeZone.SwitchZone(...) function requires you to set a definitive offset to convert between timezones. This is problematic since,in some timezones (e.g. CEST), there are summer time and winter time and hardcoded offsets would have to be changed twice a year for such countries.

Basic daylight savings time handling should be simple if implemented at the service level, but is way too complicated with current DAX/M/Python-integration. Please just make it easy to show data by time zone without having to adjust the calculation twice a year. Or just convince the government to abolish DST -- whichever is easier. 😉
