Adding a User as Admin by default in all existing workspace and newly created workspace automatically.

Hello Team,

We want a user to be added as an admin in all existing workspaces and newly created workspaces by default. Even Power bi admin needs to be added him as admin in a workspace to access the content. We have options to add using REST API, but we want user to be added without doing anything manually. Could you please provide us an "option" to make any user as admin by default for all workspaces.
