Allows user to grant dataset access
Allows user to refresh the data manually
Not allows user to access other reports in the same workspace
To achieve the above,
Not grants role of workspace
Grants user to reshare and write for dataset
are these settings correct?

I actually tried the above settings, but the data refresh button was not displayed. It seems that the button will not be displayed unless you have workspace contributor role.

Your question is a bit diffiult to understand but if I do understand it ok, then, yes, this should work. The catch is going to be in the workspace though if you have mutliple reports using the same dataset. If you truly want to isolate a user the best method (based on what you have shared) is to create a separate workspace and only put the one report into it.
