Nope, current power bi not contains this feature. BTW, dashboard tiles will refresh every 15 minutes.
Tile refresh updates the cache for tile visuals, on the dashboard, once data changes. This happens about every fifteen minutes. You can also force a tile refresh by selecting the ellipsis (...) in the upper right of a dashboard and selecting Refresh dashboard tiles.

I can't answer for Lakshmi, but they asked where the Performance Inspector option is located in Power BI, and the link you provided goes to a page that doesn't say anything about Performance Inspector. I have the same issue, and I was hoping that the link led to the solution. Oh well!
