As per my experience, I have seen one advantage for some reason if you delete any of your report and again if you publish it it's going to give a new url for that report,but if you are sharing reports individually then again you have update your users about this new link ,but when your distributing your reports through apps you don't have to worry about it you just need to update on app.

apps are free only for the content which is backed by premium capacity . please see below post

Correct. It's a trade-off. Either you have a premium/fabric capacity and limited pro licenses for development, or you give all report users pro licenses.
