why apps are more preferred for content distribution compare with report?

As per my experience, I have seen one advantage for some reason if you delete any of your report and again if you publish it it's going to give a new url for that report,but if you are sharing reports individually then again you have update your users about this new link ,but when your distributing your reports through apps you don't have to worry about it you just need to update on app.

There are several advantages of using an app for content distribution over using reports:

1. An APP can package multiple reports and dashboards together, maintaining the grouping and identity of the content even after installation. This makes it easier for end users to navigate and find content over time.
2. With an APP, you can create and manage multiple audiences for different user groups, showing or hiding different content for each audience. This makes permission management more flexible and efficient.
3. APPs provide a consistent and centralized user experience, allowing users to interact with content in the Power BI service or mobile app, such as filtering, highlighting, and sorting data.
4. You can distribute APPs in various ways, such as through the AppSource marketplace, direct links, or automatic installation in colleagues’ Power BI accounts (requires admin permissions).

App users don't need a Pro license.

apps are free only for the content which is backed by premium capacity . please see below post

Correct. It's a trade-off. Either you have a premium/fabric capacity and limited pro licenses for development, or you give all report users pro licenses.
