Hi All,
Is there any way to restrict some users to "export data from Power BI" report? We are using the light version and has power BI pro license.

Your answer is excellent! And I would like to share some additional solutions below.
If you are an administrator in your organization, you can restrict users from exporting data in the Admin Portal on the service. As @djurecicK2 suggested.
Similarly, if you are a report producer, you can restrict users from exporting data in the Power BI Desktop.
