Restrict User Power BI

Hello Data Team,

I hope you're all doing well.

I have a scenario in Power BI and I’m looking for some clarification: Is it possible to allow a user with "Viewer" access to download a report locally, but prevent them from publishing the report back to the workspace? Alternatively, can we restrict a user with "Contributor" access from publishing the report to the workspace?

Looking forward to your guidance on this.

To download a .pbix file, you at least must be a Contributor to the workspaces. You can't restrict Contributor to block uploads to that workspace

Contributor can access for publishing the report to the workspace, But we can't restrict the contributor to publish the report.

Viewer can't able to publish the report.

Thanks for your response, @Deku @Anonymous @Dineshyad  It was really helpful. Now, I'm trying to achieve the same by creating an AutoBot using an admin ID [runs on VM]. When a user raises a request via email, the bot will download the specified .pbix file and share it via email. As cannot provide contributor/member access to business user of the Production Environment.
