The report can't refresh. I have changed the regional settings but it didn't help

Do you get the same error? Are you located in a dutch speaking area? Are you allowed to switch Azure clusters?

I don't think EN-NL is a thing.  I am not aware of a dutch version of English.  Can you provide more context?
