In the new look setting the refresh button is moved to a location where you need to hit the drop down menu and then select it.
I was wondering if there was any way I could modify the page so that the refresh button appears in a location where you do not need to select a drop down menu to hit it, while still in the new look setting.

I can reproduce your scenario now when click "New look on" button. While it is not supported to switch the location of the refresh button with the comments button next to the drop down menu Power BI currently. You can post your new idea here https://ideas.powerbi.com/forums/265200-power-bi-ideas , to improve the Power BI.
It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
You may turn off the "New look on" button, then the refresh button will be in your desired location.

Could you please show us the issue page in screenshots in your scenario? Based on my test, I can't find where the Refresh button under a drop down menu.

When selecting 'New look on' the refresh button moves to the drop down menu circled in the picture below. I was wondering if there was any setting that would move or maybe switch the location of the refresh button with the comments button next to the drop down menu.
