Public report with export function

I would like to create a public Power BI report with the capability to export data to Excel. However, when using the 'Publish to web' feature, the export to Excel function disappears.

Which license do I need for this functionality, and how should it be configured to work without requiring end users to authenticate?

It looks correct. You can adapt the sample development of Microsoft as your embedded software in order to reduce effort. You still need developer skills for making the changes to adapt the sample.

You can test it with Pro, but for compliance legal sharing you should have PowerBi Embedded, Premium or Fabric turned on at the workspace of the report you want to share.

Hi. The only way to share reports without authentication and let user export would be with a dedicated capacity (embedded, premium or fabric) developing a web app to embed the content you want to share. It requires developer skills in order to make it work.

Even though there are already built apps for embedding scenarios in order to avoid you the trouble of creating a whole new software, I don't think they will let you avoid authentication, they would all require that. The difference is that it would be a custom login that doesn't require license for the user or even a microsoft professional account. It could login with google, outlook, etc.
