PowerBI Pro: PowerBI REST APIs

Does anyone know if the PowerBI Pro license provides the nessesary permissions and capabilities to utilize this API endpoint for exporting reports? 

https://api.powerbi.com/v1.0/myorg/groups/{groupId}/reports/{reportId}/Export

It doesn't appear to, so far. I continually recieve a 403 response error.

 403 means you are not a workspace member with contributor or above role.

So the license is not strictly required, but the role is.
