Power Bi licensing

Hi there, 

My organisation is looking to invest in a data viz tool and I have suggested Power Bi. In terms of licensing there is the option of upgrading our existing E3 subscription to a E5 subscritption - however can you do this just for select users rather than the entire organisation? 

Also could we just purchase individual Power Bi pro licenses for the select few individuals that need access? Would this limit us in anyway i.e. not be able to set up a group workspace? 

What would be the best soloution for a smaller organisation where not all of the employees (maybe only 5/6 require one) need a Power Bi license?

Yes to both questions, as long as the user has a Pro License,

For users outside the company, have to have Pro licenses added to your AAD as guests

Power Bi is included in E5, by default every one in the organization should have a Pro License.

E3 is better option for small organization and you can add Power BI Pro licenses as you go.
