According to my research, It should be that your organization purchased the subscription and did not give you permission.
Check this:
https://docs.microsoft.com/en-us/azure/role-based-access-control/role-assignments-list-portal
You need to ask your Azure administrator to assign you the "Support Request Contributor" role, and then you can create the support ticket. Or you need to ask the admin to open a support ticket.

@tuulia Well, first I would make sure that you are signed in on the site correctly. Second, you can also open a support ticket from the Admin portal in the Office 365. https://admin.microsoft.com/
I tried to sign-in, but it redirected me to app.powerbi.com.. I don't have permissions to use Admin portal
