Power BI Embedded Licensing

My customer has recently purchased Power BI Embedded A1 so that they can share Power BI reports on their external website. They also have a number of internal users with Power BI Pro licenses who view reports in workspaces that are not in the Power BI Embedded capacity.  My question is, if the reports were moved to an embedded workspace, could the internal users view the content without requiring a Power BI Pro license?

Power BI Embedded and Power BI Pro are designed for different use cases.

Power BI Embedded is primarily for independent software vendors (ISVs) and developers who want to embed visuals into their applications. This allows users of that application, including anyone inside or outside the organization, to consume content stored on Power BI Embedded capacity. You can refer to this link:

On the other hand, Power BI Pro is an individual per-user license that lets users create content and also read, and interact with content that others publish to the Power BI service.

If the reports were moved to an embedded workspace, the internal users would still need a Power BI Pro license to view the content. This is because SKUs of type A, which includes Power BI Embedded A1, do not support the use of a free Power BI license to access Power BI content.

Therefore, if your internal users are viewing reports in workspaces that are not in the Power BI Embedded capacity, they would still require a Power BI Pro license. The Power BI Pro license costs $10.00 per user/month.
