Power BI Embedded and Power BI Pro are designed for different use cases.
Power BI Embedded is primarily for independent software vendors (ISVs) and developers who want to embed visuals into their applications. On the other hand, Power BI Pro is an individual per-user license that lets users create content and also read, and interact with content that others publish to the Power BI service.

If the reports were moved to an embedded workspace, the internal users would still need a Power BI Pro license to view the content. This is because SKUs of type A, which includes Power BI Embedded A1, do not support the use of a free Power BI license to access Power BI content.
