Page Level Security not working

I have a report that includes both RLS and PLS. Now, when I tested the roles on Power BI Desktop they were working perfectly but when I published the report on Power BI Services, the RLS was working, but the PLS was not. Therefore, all users would see all pages even if they didn't have access on them. I made sure that all the steps were done correctly but still the issue presists.

how did you setup  this "PLS" ?

Page Level Security DOES NOT EXIST.  Whatever you do there is purely cosmetic. Pages are irrelevant to the security model.
