I manage several a learning platforms (i.e. Moodle), for different organizations. I would like to provide PowerBI dashboards for each of them (publish privately on their sites). Do I need to create a PowerBI Service for each organization or can I create one service and isolate users? Is even possible to publish the dashboard but do not let them access to source data?

you can create a workspace for each client and give them access each to his related workspace.
