Free User Build Access

I see there are several threads on this subject but I am struggling to find an answer to this specific scenario. We have premium capacity, data model is semantic model created off of Lakehouse in Premium Capacity. Free user is granted build permission an is unable to create their own personal report in their workspace off of the data model. I have found several threads that say they can as long as its in their workspace, and several that say only pro can build. If we have thousands of free users in Premium Capacity, and they all need a pro license to access the data model, can someone explain the concept of Self Service BI to me? How do you deploy SSBI to an organization if they can't use the data model without a pro license?

the concept is that in premium per capacity license, report VIEWERS can view reports with free license, but for people who want to develop reports and get access to the model they need to have pro license.

Thank you for the quick response. This is strange how we can have SSBI without access to the correct and certified data.
