I have a heavy report that runs every 15 minutes. We want to share this data with outside organizations but only want them to be able to see their group's data. I really don't want to create and manage 5 versions of the same report.
Is there a way to add a filter in the URL on a published report to only show that group's info? I've tried the url filter string and it isn't working.
Is there another way to approach this?

To view the shared reports, conditions are required.
The viewer needs to be a Power BI Pro account, or the shared report is hosted in Premium Capacity. Please note that free users cannot view reports with RLS.
Since you need to publish the report to the web, neither Query string parameters in the URL nor RLS are supported.
As far as I know, I'm afraid your requirement cannot be implemented in Power BI at this stage.

First of all, I need to clarify with you that I am not going to mark this solution myself, there will be dedicated support engineers in the forum to do this work.
Secondly, since this is an unsupported thread with no other workaround, this post was marked just to clarify this to other users who have the same needs as you in the future.
If you would like to suggest some feature improvements, you may also vote the idea and comment there to improve this feature. It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.

Is the URL filter you are trying to use the one mentioned in this article below?
Filter a report using query string parameters in the URL
If you are going to have five reports for different users, you need to set up five different URLs for each.
If it doesn't work I still recommend using RLS, that's the best I can think of.
You can log into the azure portal using your power bi account: https ://portal.azure.com/ . Then click Azure Active Directory->Users->New User to add the external account to your organization. Then try RLS again.

Unfortunately this doesn't work for me. Query string parameters in the URL are what I am looking for, but don't work for "publish to web" reports which is what I am trying.
Does RLS require the other party to have a Power BI license on their side? I can't test it with my personal email because it says it isn't a work email. Do they have to buy a license or can I assign it to their account from my side?

This won't work for me. Trying to test my personal email which isn't allowed. For another organization, do they need to have a Power BI license of their own? I can't assign it from my side.
Also, url filter could be great if I could make it work.
