How can I publish my dashboard on a website and secure it

What are the steps I can take to secure my powerbi dashboard which I want to publish to a website.

For options like, Embed Report - Publish to Web and Website Portal
Can I add RLS? Will that help?
How do I restrict access to users in my organization? I do not want to give them access to the workspace or the report and the dataset directly.
Not all of them have any sort of PowerBI license.

Hi @nniphadk ,

 The users will need to have a license or you will need to have a Power BI or Fabric Capacity.

Publish to web does not allow you to secure the report:
