I solved the same error locally by installing CA from my database (rds-ca-rsa2048-g1), but how can I do it on a new connection (cloud)?

May I ask if your problem has been resolved? If not, I suggest you check the following:
1. Verify credentials, double-check that the username and password you are using are correct. Ensure there are no typos or extra spaces.
2. If your PostgreSQL RDS instance requires SSL, make sure you have the correct SSL certificates installed. You might need to download the AWS public key and convert it to a certificate format that Power BI can use.
3. Update all necessary drivers (like Npgsql for PostgreSQL) and reconfigure connection.
