In PowerBI Reporting server, We are suffering an issue with PowerBI PSQL RDS connection. The issue is with the RDS CA certificate with Amazon. If we enable ssl on the server and FIPS on the server we are receiving the following error:

They talk about creating our own NPGSQL driver https://github.com/npgsql/npgsql.
