I am using the visual HTML VizCreator Cert and my power BI workspace license is Premium capacity, but when I publish the report the visuals show license errors on Service.

This issue happens because HTML VizCreator Cert is a certified custom visual, but still requires proper tenant or visual licensing setup - Premium capacity alone doesn’t cover it.
Try below steps to fix it:
Open the Admin Portal >> Tenant settings >> Custom visuals.
Make sure “Allow visuals from AppSource” and “HTML VizCreator” are enabled.
Re-import the certified version of the visual directly from AppSource (not from file).
Re-publish your report to the Service.

To clarify further:
Although HTML VizCreator Cert is a certified visual, it still needs a valid vendor or tenant license activation, which Premium capacity doesn’t include. Please ensure the visual is re-imported from AppSource (not a .pbiviz file) so both Desktop and Service use the same version. Also, check under Admin Portal --> Tenant Settings --> Custom visuals that Allow visuals from AppSource and HTML VizCreator are both enabled, and confirm that your organization’s firewall or Allow web content settings aren’t blocking the licensing domain.
After republishing, test in Service again. If the license banner still appears, get the visual Session ID from the (3 dots)… > About menu and share it with the vendor for license validation.
