Guest/External users unable to access Power BI app

Some external/guest users cannot access a Power BI App I published.  I already granted access to the external/guest users but some are having issues accessing it.  They get the error message below.  Please help!

Regarding your issue, please check if the users who are unable to access have been assigned to a group with access permissions. Verify if the external user has the appropriate Power BI license. Delete and recreate the audience.
