Hi there
I am working for a small organisation that wishes to share reports with external users (UK). I understand that they will need their own Pro or PPU licence. However, the security policy for this external organisation forbids them from taking out external subscriptions. This is a licensing policy, nothing to do with cost.
What are their options? Is a Per Capacity licence their only option (the cost would probably be prohibitive in such a small business).

The guest user must have the proper licensing in place to view the content that you shared. There are a few ways to make sure the user has a proper license: use Power BI Premium, assign a Power BI Pro license, get a Premium Per User (PPU) license, or use the guest's Power BI Pro license.
