According to my understanding, Microsoft Updates PowerBI (Desktop & Service) on a monthly basis. I have a need to create paginated reports and any update on the uploaded report would trigger a need to validate the functionality of the published report. Is there a way to disable all updates?

Can you share screenshot of the message of updates?
As I know, Microsoft Updates monthly won't affect the published report. If you want not to be notified new version, in the option, GLOBAL -> Updates -> unselect the checkbox of this option.

You cannot control the update of the Service. However, if you install Power BI Desktop manually, and not through the store, then it won't update automatically.
That said, I am not sure how these are related? If you update the desktop or the service, that doesn't mean that you have to update the report. The application and the data in the report are not related.

My understanding might be a little rough on this area. After i publish a paginated report to PBI service, i need to be aware of any updates that might have an effect on the report. For example, if PBI service is updated in any way and i fetch my paginated report from there, i need to validate it. (I know its silly, but its regulatory in this case). Where can i view all future updates that might have an effect on a published PBI paginated report?
