Does power-bi service prioritize On-demand refresh?
I have a dataset that refreshes in 2min using on-demand refresh but would take 13-15min when its on a refresh schedule.
note: im not on PPU, thus there would be various reports scheduled to update at the same time.

You usually don't manually trigger refresh requests at the top and/or bottom of the hour, so the question is a little moot. It also depends on the number of available renderers versus the incoming requests. It generally feels like API refreshes are preferred over on demand refreshes, an these are preferred over scheduled refreshes.
