Hi @ajiaji2023 ,

steps to consider

1. **Confirm Dataset Permissions**:
- Ensure that the new users have the appropriate permissions to access the dataset. In Power BI, you can manage dataset access by going to the workspace containing the dataset, selecting the dataset, and clicking on "Manage permissions." Make sure that the new users have at least "Member" access to the dataset.

2. **Check Workspace Permissions**:
- Verify that the new users have access to the workspace where the dataset and reports are located. Even if a user has access to a dataset, they need access to the workspace to view and interact with the reports based on that dataset.

3. **Publish the Report**:
- Make sure that the reports associated with the dataset are published to a workspace that the new users have access to. A dataset alone won't be enough; the reports must also be available to the users.

4. **Share the Report**:
- If the reports are published to a workspace, ensure that they are shared with the new users. In the workspace, click on "Share" and add the new users' email addresses with the appropriate permissions (e.g., "Can view" or "Can edit").

5. **Workspace Advanced Settings**:
- Review the advanced settings of the workspace, especially if it's a new workspace. There might be specific settings that control access for new users, such as members approval.

6. **Role-Level Security (RLS)**:
- Check if your dataset uses Role-Level Security (RLS). RLS can restrict data access based on user roles. Ensure that RLS is configured correctly for the new users.

7. **Access to the Data Source**:
- Ensure that the new users also have access to the data source (e.g., SQL Server, SharePoint, etc.) used by the dataset. If the data source requires authentication, verify that the credentials are set up correctly.

8. **Workspace or Capacity Limitations**:
- Confirm that the workspace or capacity where the dataset resides is not reaching its limits in terms of available resources or capacity. Resource constraints can affect users' ability to load the model.

9. **Test with a Sample User**:
- Create a test user account (if possible) and see if the issue persists for that user. This can help isolate whether the problem is specific to new user accounts or more widespread.

10. **Contact Power BI Support**:
- If none of the above steps resolve the issue, consider reaching out to Power BI Support. They can provide specific assistance and investigate any potential configuration issues on your Power BI tenant.
