Hello,
I have a question concerning publishing a report internally, I need to share a report for colleagues(as users) to view without the ability to modift it;
My question is please :
If I published the report, does viewing the published report require a Pro Licence, or can a users access it without creating an account or downloading Power BI ?

It all depends. If you publish the report and share it online, nobody needs to download the desktop. You only need a desktop, if you share a desktop file (.pbix).
If you share it online, you can a) share publicly (via link), which means, everyone with the link can access, b) share via Pro license, which is the safest, or c) have a premium capacity and share to anyone securely.
