I one of my previous posts, I was able to get the following visual in a tabular format - Matrix visual works in this case in Power BI.
Now, for a matrix visual, how do you control the font size and look for a given cell element or rows in general. For example, I need some rows to be bold, while others not in bold. Is there a way to control this?

Thank you for explaining your workaround. Using text box visuals for labels along with stacked card visuals for measures is a practical solution when you need row- or cell-level formatting, given that the Matrix visual doesn’t currently support individual row, column, or cell formatting. This is a known limitation in Power BI. If this flexibility is important for your needs, you might consider submitting or voting for this feature in Fabric Ideas - Microsoft Fabric Community. For now, your method with text and card visuals is one of the available options to achieve the desired formatting.

Based on the current requirements, I had to remove the Matrix visual, and implement a text box visual.
The text box visual had different texts lined one after the other (just like in notepad or Word). I was able to change the font size for each text completely.
Also, for the +/-/= signs, I had to use text to display them, since the numbers were mostly "-" based.
Next, I had to place Card visuals one below the other, each one for each text ( as identified by each measure respectively). The card visuals were also updated to match the font size of the corresponding text.
I wish if we could have more features enabled for the matrix visual to control the row or column or cell elements.

@danextian is correct that general font size and formatting for values and headers can be managed under the Values and Row/Column Headers settings, while @Ritaf1983 rightly clarified that row-specific bold formatting is not supported in Power BI Matrix and the practical workaround is to use conditional text or background color formatting. @audreygerred also highlighted that if you require full flexibility, including precise label–value alignment and selective row formatting, Paginated Reports (Report Builder) would be the right choice.
In Power BI Desktop, formatting is limited to section-level controls, but as a workaround you can create a disconnected label table and concatenate labels with formatted measure values in a Table or Matrix visual to mimic a “label left, value right” layout. This provides an option to stay within Power BI or move to Paginated Reports for full control.

As the others have mentioned, the matrix formatting can be rigid. If you need something less rigid you may want to look into Report Builder and creating a paginated report since you get more flexibility with the formatting.

If that is the case, then will it be advisable to display each metric/ row as a separate summary or a Card visual. The only caveat here being the numeric value will need to be displayed on the right hand side and the label to the left, which the card visual does not allow for.
I also tried adding a matrix visual for one metric only, and it does not align well when you select "Switch Values to Rows". You need a minimum of two metrics to be able to do that.

It is not possible to apply conditional bold formatting for specific rows in a Matrix visual.
In Power BI, you can control font size at the level of values / headers / subtotals / totals, but you cannot apply bold only to a single row.
If you need to highlight a specific row, the only option is to use text color or background color, as shown in the screenshot.

Values font size is under Values
Column and row headers (the names of your measures in your screenshot) have their own settings which are under Column/Row headers.
