It is not possible to apply conditional bold formatting for specific rows in a Matrix visual.
In Power BI, you can control font size at the level of values / headers / subtotals / totals, but you cannot apply bold only to a single row.
If you need to highlight a specific row, the only option is to use text color or background color, as shown in the screenshot.
