Thank you for explaining your workaround. Using text box visuals for labels along with stacked card visuals for measures is a practical solution when you need row- or cell-level formatting, given that the Matrix visual doesn’t currently support individual row, column, or cell formatting. This is a known limitation in Power BI. If this flexibility is important for your needs, you might consider submitting or voting for this feature in Fabric Ideas - Microsoft Fabric Community. For now, your method with text and card visuals is one of the available options to achieve the desired formatting.
